Ouray Police Sgt. Matt Troxell, who is currently responsible for leading the city’s police department, addresses the crowd at the end of a meeting Monday with the Ouray City Council. Troxell, who has worked for the department since last spring, warned the community that if it wants to retain an independent police department, it may be faced with a one-person agency again soon and needs to be realistic about the level of service possible.
