Base water rate hike on usage, not fixed fees

Concerning the rate hike for the Dallas Creek Water Company: A rise in the service charge from $42.90 to $66.54 is a 55% increase and a hike for in the meter-in-service from 33.7 to 54.02 is a 60% increase, while the cost of water goes from $9.45 to $11.04, a 17% increase. If we want to incite people to conserve water then the cost of water should be the objective and the fixed fees should see a smaller increase. The percentages could be adjusted to achieve the hike in operating cost...
