Ouray County’s emergency manager has, for the second time in his career, been recognized as the West Region emergency manager of the year.

Glenn Boyd was surprised with the award at the Colorado Emergency Management Association’s conference in Loveland last week, after being nominated by colleagues in neighboring counties and by Ouray County Sheriff Justin Perry.
