When the Colorado National Guard first dispatched two members to Ouray County to help respond to the COVID-19 pandemic this spring, they found resources and plans for next steps in short supply.
Testing wasn’t available through the county, limiting local ability to monitor cases and prevent the spread of the virus. People were so desperate for tests they were driving two counties away, and Ouray County’s orders for testing materials sat unfilled for weeks.
