City leaders this week approved a 24 percent rate increase for refuse services in the City of Gunnison. While that figure seems steep, the revenues produced from the city-run utilities will only allow for operations to break even. “We have a responsibility to ensure the revenue covers the cost and if we’re not we have a responsibility to adjust that,” explained City Manager Russ Forrest.
