After recreational cannabis use was legalized in Colorado in 2012, the pot industry exploded, attracting those looking for a legal high to the state. Now, some community leaders are concerned that legalization, combined with Ouray County’s reputation as a tourist destination, will put one population at risk: teenage workers at the dozens of hotels, motels, and vacation rentals in Ouray and Ridgway.
