A longtime resident of Nebraska, Silas Clarke has wanted to move to the West for some time. He’ll get that chance as the new Ouray city administrator. The Ouray City Council on Monday voted unanimously to offer the job as the city’s top leader to the current city administrator of Hickman, Nebraska, selecting someone whose enthusiasm and energy was uniformly praised and outweighed any concerns…
